Summary of the contracting process

The procurement process for the Commercial Waste Disposal Contract involves collaborative efforts from several local councils, led by Chichester District Council with support from Adur District Council and Worthing Borough Council under Hampshire County Council's guidance. The contract focuses on the collection, processing, and disposal of commercial waste, in compliance with the Environmental Protection Act 1990. The procurement method used was the open procedure, suitable for service delivery in the UKJ27 region, encompassing refuse recycling and related services. The award stage of the procurement concluded with a decision on January 6, 2026, targeting a contract period beginning from February 16, 2026, and continuing until February 14, 2028, with potential renewals up to 2031.

This tender presents significant growth opportunities for small and medium-sized enterprises (SMEs) specializing in waste management and recycling services. Suppliers such as TJ Waste & Recycling Limited and Grundon Waste Management Ltd., which are adept in providing refuse recycling services, stand well-positioned to capitalize on this contract. Businesses geared towards sustainable waste disposal, reducing landfill, and compliant with various waste regulations may find this tender particularly appealing. Companies that can offer innovative solutions to handle increasing waste volumes efficiently and cost-effectively will likely have a competitive edge. The inclusion of multiple lot contracts emphasizes diverse service offerings, allowing businesses to develop and expand within the waste management sector.

Notice Title

Commercial Waste Disposal Contract

Notice Description

The Environmental Protection Act 1990 allows Chichester District Council (CDC), Adur District Council and Worthing Borough Council (A&W) (collectively referred to as 'the Councils' in this document) to collect commercial waste from businesses and a charge to be levied for this service. The Councils business waste and recycling service is well established, has a good local reputation and has successfully expanded in recent years. The Councils have a duty to ensure all waste collected is properly disposed of and must therefore have a contract in place with a supplier to provide processing and disposal services.
