Summary of the contracting process

The Lake District National Park Authority commissioned footpath repair and access improvements on the Coast to Coast route in the Lake District high fells. The procurement was divided into three areas: Anglers Crag, the path between Loft Beck and Moses Trod, and the approach to Fleetwith Tramway. Work included sourcing and flying stone, improving and repairing path surfaces and a revetment wall, landscaping side routes, addressing drainage and reprofiling peat hags. The Fleetwith work involved improving the defined footpath line, discouraging a shortcut and reprofiling 1,000 square metres of peat hags. Delivery is in the Lake District. The buying organisation is the Lake District National Park Authority.

The procurement was awarded following an open, below-threshold competition. Awards were made on 1 September 2025. Ullswater Countryside Management Ltd was selected for Anglers Crag, at £31,156 excluding VAT (£37,388 including VAT). TERRA-FIRMA ENVIRONMENTAL LIMITED was selected for the Loft Beck–Moses Trod section, at £3,600 excluding VAT (£4,320 including VAT), and Fleetwith Tramway, at £29,742 excluding VAT (£35,691 including VAT). Contracts for the latter two were signed on 27 October 2025 and run from 28 October 2025 to 28 February 2026. The Anglers Crag contract was cancelled on 21 January 2026. Price carried the greatest weight in evaluation; other criteria covered delivery timescale and resources, submission quality, comparable experience, technical ability to meet quality and safety standards, and social, economic and environmental benefits.

This procurement shows demand from the Lake District National Park Authority for practical path restoration and access management in challenging upland terrain. Credible competitors would need to demonstrate experience on comparable routes and environments, with the technical skills to repair footpaths and revetment structures, manage drainage, landscape eroded or informal routes, and undertake peat restoration. The Fleetwith package required machinery as well as work on a substantial area of peat hags; other sections included hand work and stone transport by helicopter. Suppliers would need to show they can resource the work and meet delivery requirements while maintaining quality and safety. Competitive pricing mattered most, but strong evidence of relevant experience, technical competence and clear proposals for social, economic and environmental benefits also formed part of the assessment. SME participation was reserved.

The works will be undertaken by hand, and will include: Landscaping to reduce to one line through collapse and grade in of banks Addressing drainage issues, addressing flow of small beck and improve drainage from above Removal of cairn Installation of a replacement gate (tbc). A provisional sum of PS1,000 has been allocated in the pricing table. Please use this provisional sum for the purpose of tender submission
