Summary of the contracting process

Leicestershire County Council has awarded several De Minimis bus subsidy contracts for the period of 2025-2026 to support the existing transport infrastructure in the region. The procurement focuses on road transport services under the industry category of transport services (excluding waste transport) in the UKF2 region, including Leicester and Nottingham. The procurement process was conducted via direct awards, making each contract exempt from the Procurement Act 2023 regulations under the Transport Act and related amendments. The awarded contracts commenced in July 2025 and are set to conclude by March 2026, with the last recorded update on 30th July 2025 marking the completion stage of the procurement.

This procurement process opens opportunities for businesses within the transportation and logistics sectors, especially for those providing road transport services. With no open competition as the contracts are awarded directly and registered to existing suppliers, this provides an avenue for small and medium-sized enterprises (SMEs) and established operators like Centrebus Limited and Kinchbus Ltd to secure substantial contracts to enhance their service offerings and support local infrastructure. The direct award method ensures that existing operators, already known and trusted by the Transport Commissioner, can continue contributing to local transport needs, providing stability and potential growth for contracted businesses.
