Summary of the contracting process

Dacorum Borough Council has successfully completed the procurement process for the management contract of the Little Hay Golf Complex, located in Hemel Hempstead, United Kingdom. The contract, awarded to Absolutely Together, is valued at £3,000,000 and will operate from 1st September 2026 until 31st August 2041, with an option to extend for an additional five years. The competitive tendering phase was conducted using an open procurement method, specifically the Competitive Flexible Procedure, aligned with the Public Contracts Regulations under UK legislation. The procurement process progressed from initial planning and tender stages, culminating in the contract award, with the participation managed through the Council's e-tendering portal. The engagement featured a tender period ending on 16th January 2026 and an award announcement on 17th June 2026.

This tender presents significant opportunities for business growth, particularly for firms specialising in sports facility management and leisure services. The contract's scope includes operating an 18-hole golf course, a floodlit driving range, and various other recreational facilities like FootGolf and Disc Golf, alongside clubhouse amenities. This extensive operational responsibility is ideal for businesses with experience in managing comprehensive leisure complexes or those looking to diversify their portfolio within the sports-event promotion sector. With the current vendor, Absolutely Together, transitioning from lessee to contractor, the contract sets a high industry standard, and companies equipped for large-scale service delivery are well-positioned to thrive in this venture. The integration of diverse sports offerings allows firms to innovate and expand their market reach both locally in Hertfordshire and nationally.

Notice Description

Dacorum Borough Council ("the Council") wishes to select and appoint a suitable Provider for the management of Little Hay Golf Complex ("LHGC") and invites prospective Providers to submit a Tender to meet the Council's requirements. LHGC is an established public golf facility located in Dacorum, offering a range of opportunities for both traditional golfers and the wider community. The Complex first opened in 1977 and has grown significantly over the years. It has thriving and friendly seniors, ladies, juniors and men's sections. With many mixed competitions played throughout the year, golfers from all sections have an opportunity to share their love of golf. In June 2025, LHGC was awarded 'Highly Recommended' status for 2025 by Golfshake, one of the leading independent golf course review platforms in the UK and Europe. LHGC includes the following facilities: * 18-hole golf course * 23-bay floodlit driving range * 6-hole pitch and put course * FootGolf * Disc Golf * Clubhouse (including bar and restaurant) * Greenskeeper shed The course has been leased to Absolutely Together since 2021, having previously been managed by Dacorum Sports Trust. This lease expires on 31 August 2026, and the Council are seeking a long-term operator on a leisure management contract basis rather than a lease.
