    "description": "This notice is an intention to award notice under the Provider Selection Regime competitive process.<br/><br/>The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 23:59 on the 5th January 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.<br/><br/>Written representations should be sent to: nwicb.enquiries@nhs.net<br/><br/>Award decision-makers - NHS Norfolk and Waveney Integrated Care Board Contracting and Procurement Steering Group approved the award on 15 December 2025<br/><br/>Conflicts of Interest: There was one potential perceived conflict of interest identified throughout the process with the individual concerned not participating with the evaluation, moderation or final decision making process.<br/><br/>The lifetime value of the contract is expected to be:<br/><br/>Lot 1: PS1,125,000 over the full 5 years contract period. An additional PS150,000 per annum may be available at the discretion of the ICB depending on demand and financial availability - this is not a guaranteed available sum and should not be factored into financial planning for the service.<br/><br/>Lot 2: PS100,000 over the full 4 year contract period. An additional PS100,000.00 per year may be available at the discretion of the ICB depending on demand and financial availability - this is not a guaranteed available sum and should not be factored into financial planning for the service.<br/><br/><br/>The Key Criteria used and weighted by the authority were as follows:<br/><br/>Lot 1<br/><br/>Quality and Innovation 44.5%<br/>Value (tariff based) 15.00%<br/>Integration, collaboration, and service sustainability 18.5%<br/>Improving access, reducing health inequalities, and facilitating choice 12%<br/>Social value 10%<br/><br/>Lot 2 <br/><br/>Quality and Innovation 50.0%<br/>Value (tariff based) 10.00%<br/>Integration, collaboration, and service sustainability 20.0%<br/>Improving access, reducing health inequalities, and facilitating choice 10.0%<br/>Social value 10.0%<br/><br/>The rationale for this was based on the detailed list of all requirements according to the specification and requirements of the integrated care system with the winning bidder awarded the highest combined weighted score across the 5 key criteria.",
