Summary of the contracting process

Midland Heart Limited, based in Birmingham, initiated a procurement process titled "Disaster Recovery as a Service (DRaaS)" which targets the services industry category. The aim was to secure a comprehensive cloud-based disaster recovery solution to enhance business resilience and provide continuous data protection. The procurement method was a competitive flexible procedure, allowing electronic submissions, and was at the tender stage with an expression of interest deadline set for 21st August 2025. The process covered the UKG3 region, with contracts potentially starting on 9th January 2026 and lasting for a minimum of three years, with an option to extend up to seven years. However, the tender was eventually cancelled in November 2025 as Midland Heart chose to reassess its requirements after evaluating all received bids under the initial tender criteria.

This procurement presented substantial growth opportunities for businesses specialising in disaster recovery and cloud computing services. Companies skilled in incorporating cloud-native principles, zero trust networking, and capable of scaling to meet enterprise integration patterns would have been well-positioned to compete. The emphasis on value for money and cloud optimisation offered potential for reduced operational costs and energy efficiencies, making it an attractive prospect for innovative solution providers. Despite the cancellation, similar future requirements might arise as Midland Heart reassesses its procurement strategy, giving businesses a chance to align their offerings closely with Midland Heart’s strategic drivers.

Notice Title

Disaster Recovery as a Service (DRaaS)

Notice Description

Midland Heart requires a Disaster as a Service (DRaaS) solution from a trusted contractor to keep our organisation safe and return our systems to full operation as soon as practically possible. We are looking to encompass the provision of comprehensive cloud-based solutions to ensure business resilience, continuity and data protection in the event of system failures, cyberattacks, or natural disasters. This should include the replication and hosting of physical and virtual servers by the supplier to enable swift recovery and minimal downtime 24/7, 365 days a year. The contractor should ensure that their solution is adaptable to enhanced security advancements, aligns with cloud-native principles, zero trust networking, provides flexibility and scalability to adapt to evolving enterprise integration patterns and cloud migration. A new DRaaS will align to our IT Strategy and meets the following strategic drivers: * Staying Secure - Replacing our current DRaaS will ensure that we have a service which aligns to our cyber security principle of zero trust, but will also ensure that we are utilising latest, efficient and secure technologies creating enhanced business resilience. * Value for Money - Our current DRaaS has been in place for a significant period of time without a review of how we can reduce costs and demonstrate value for money whilst achieving business resiliency. * Cloud Optimisation - We would like to reduce energy consumption and physical footprint and drive green efficiencies by utilising the Cloud more.
