Summary of the contracting process

The BBC (British Broadcasting Corporation) initiated a public procurement process titled "Domain Name Service (DNS) Solution" with a legal basis referenced by UKPGA legislation 2023/54. The procurement, intended for the information technology services sector, aimed at enhancing the availability and performance of BBC Online services globally. The procurement process was classified under competitive flexible procedure conducted in a single-stage format. The anticipated value of the contract was set at £1,320,000 with a contract period originally slated from 29 December 2025 to 28 December 2028, with potential renewal for up to two additional years. Despite being in the active tender stage, the process was ultimately cancelled on 18 December 2025 after an internal review concluded that no suitable bids were received and proceeding would not deliver value for money for licence fee payers.

This tender presented a significant opportunity for DNS infrastructure providers, specifically those capable of delivering high availability and resilience to DNS attacks without relying on third-party intermediaries. Businesses with the capability to offer robust technical solutions and direct operational support were particularly well-suited to compete for this contract. Although the particular procurement concluded without award, it highlighted opportunities for DNS providers to engage with significant public sector buyers like the BBC, suggesting a market interest in resilient IT services. Future re-procurement might offer renewed possibilities for businesses adept at providing innovative, technically demanding services that support high-profile public platforms.

Notice Title

Domain Name Service (DNS) Solution

Notice Description

The BBC is seeking to procure an Internet-facing authoritative DNS (Domain Name Service) solution. The purpose of this solution is to ensure BBC Online and related services continue to remain available in the UK across the globe. Due to the critical nature of this service to the BBC's online presence, it is essential the BBC has direct access to the technical and operational teams responsible for providing the DNS services. To ensure service continuity and the necessary level of technical expertise, the BBC will not accept tender submissions from third parties, such as resellers. The BBC will instead only accept submissions from DNS infrastructure providers capable of delivering the service directly. Currently, the high availability design of BBC Online relies heavily on DNS for load balancing across different service architectures, failover responses in the event of service problems, and ensuring the best possible audience experience by routing clients to the most appropriate services that can respond to their requests. The solution will aim to provide: 1. The necessary DNS resolution capacity to satisfy current global query levels, and to withstand large-scale DDoS attacks against DNS without affecting availability or performance 2. Increased resilience to global DNS network failure or service problems by provision of two logically and physically separated DNS resolver networks. 3. Increased resilience to volumetric DDoS attacks by including additional network edge intelligence such as IP reputation data in the dynamic configurations. 4. Increased service analytics & insights into DNS usage to inform operational monitoring and business reporting.

This decision was taken on 18/12/2025 following an internal review which concluded that no suitable bids were received and proceeding would not currently deliver value for money for the license fee payer. We will now consider alternative options internally. If the option is a potential re-procurement, we will update the market in due course once a way forward is determined. We are grateful for the time and effort suppliers have invested in this process and sincerely hope this decision will not dissuade you from bidding for future BBC opportunities. Sincerely, BBC Procurement Commercial.",
