Summary of the contracting process

The procurement process for the "Housing with Care Transformation Norfolk" project led by Norfolk County Council has reached the award stage as of 11th May 2026. This major project aims to award five contracts for services across various parts of Norfolk including Norwich, North and East Norfolk, West Norfolk, and South Norfolk. These contracts are part of the adult social care sector, specifically under the health and social work services category, with provisions in place from 29th July 2026 to 28th July 2031, and the possibility of extension until 2033. The procurement followed an open procedure, enabling wide participation, and was managed electronically. Key participants awarded across different lots include G P Homecare Limited, Universal Care Services (UK) Limited, and Cera Care Operations Limited.

This procurement initiative presents significant opportunities for businesses, particularly those providing housing care services with capabilities to handle large-scale, long-term contracts. SMEs and large organisations supporting social work services can benefit, as the contracts involve extensive service provisions across multiple regions in Norfolk. Given the monetary value and duration of these contracts, they provide stable demand forecast and revenue opportunities, allowing successful bidders to expand their operational capacity and geographic presence. Companies with innovative care solutions and strong service delivery models will find this procurement advantageous to showcase their services and solidify positioning within the public sector healthcare market.
