Summary of the contracting process

Anchor Hanover Group procured comprehensive insurance and related services under its risk and insurance strategy. The requirement covered property, legal liability and other general non-life risks, motor, terrorism and political violence, cyber, directors’ and officers’ liability, and alternative risk financing. The procurement was divided into ten service areas, including leasehold property and business interruption, care homes and retirement villages, and other property risks. Services are delivered across England, Scotland and Wales, covering Anchor Hanover’s UK operations. The main category is insurance services (CPV 66510000), with financial and insurance services also used for alternative risk financing. Insurance brokers and insurers could participate, with brokers able to place cover with different insurers where appropriate.

The procurement is complete and has been awarded through an open competitive flexible procedure, using staged assessment, presentations and revised offers. Contracts were signed on 1 July 2026 for an initial three-year period ending 30 June 2029, with two possible 12-month extensions by mutual agreement and options for additional or alternative risk transfer. Awards were made on 24 April 2026. Arthur J. Gallagher Insurance Brokers Limited received the general property and liability lot at £30,902,766 gross. Zurich Insurance Company Ltd received the motor lot at £70,384 gross. Jensten Insurance Brokers (London & SE) Limited and Jensten Insurance Brokers (East) Limited jointly received terrorism and political violence, cyber, and directors’ and officers’ liability lots at £588,427, £372,053 and £117,557 gross respectively. Quality and price were evaluated. Selection required FCA compliance and insurers generally rated at least A by Standard & Poor’s or A.M. Best.

This procurement demonstrates sustained demand from Anchor Hanover for a broad, coordinated insurance programme spanning housing, care homes, retirement villages, vehicles, cyber risk, terrorism, political violence, governance liabilities and alternative risk financing. Suppliers well placed for a future competition would need strong public-sector or complex organisational insurance capability, access to suitable risk carriers, and the ability to design flexible risk-transfer solutions across several specialist classes. Brokers would need to manage multiple insurers where required, while insurers would need appropriate financial strength and market security. Credibility would also depend on FCA or equivalent regulatory compliance, reliable policy administration, prompt claims handling, dedicated account support, regular service and risk reviews, and timely statutory and renewal documentation. The evaluation shows that both technical quality and price matter.
