Summary of the contracting process

The London Borough of Tower Hamlets cancelled the tender for "CS6028 Overnight and Related Short Breaks Respite" on 29th June 2026, citing that awarding the contract would not fulfil the council's best value duty. This tender aimed to provide essential respite services for children and young people with autism spectrum conditions and complex health needs within the borough. Initially planned to utilise an open procurement process, the contract had been awarded to The Qalb Short Break Services Limited, an SME, to be carried out from 1st November 2026 to 31st October 2029, with a possible extension until 31st October 2030. This procurement falls under the services category and specifically targets health and social work services in London.

Opportunities for business growth through this procurement were significant, as it required expertise in delivering services to children with special educational needs and/or disabilities. Especially suitable for suppliers with existing residential facilities in Tower Hamlets or those that could establish appropriate settings, this contract was an opportunity for experienced firms in health and social work services to expand their offerings. While the original award process attracted multiple bids in each lot, favouring SMEs, it demonstrated the potential for similar organisations to engage in future opportunities, particularly those with a focus on delivering social value and high-quality services.
