Notice Description

NHS Herefordshire and Worcestershire Integrated Care Board (the ICB) is seeking initial engagement and feedback from the market to deliver an engagement service on behalf of the ICB for people with lived experience of Learning Disabilities and Autism (LDA). The contract holder would support people who have have lived experience of LDA to engage in the following areas of work, intended to improve health inequalities for people in this population: * Admission avoidance to secure hospitals - including attendance at Care Education and Treatment Review (CETR) panels and delivery of CETR training * Tackling Health Inequalities for Adults with a Learning Disability - including supporting the ICB's annual health check quality programme, completing quality checks of agreed health settings and attending LDA Programme Board and related partner meetings * Learning from the Lives and Deaths of People with a Learning Disability (LeDeR) Programme - providing a lived experience perspective to focused reviews. This service must capture and involve a broad range of people with lived experience of LDA living in Herefordshire and Worcestershire. The service provider should have a physical presence in the area and be able to demonstrate strong engagement with local communities over a number of years, with reach extending into both localities. This service is expected to commence on 1st April 2026 for three years with an option to extend for an additional two years.

Lot 1

The proposed contract will be for a period of 3 years with the option to extend for up to another 2 years at the ICB's discretion. The ICB currently envisages the contract will mobilise from the 1st April 2026. The estimated contract value per annum is PS110,000 (exc VAT). The total lifetime value of the contract is PS550,000 (exc VAT) for the 3 year contract including the optional extension period of 2 years. Engagement and co-production with people who have lived experience of Learning Disabilities and Autism (LDA) is a crucial pillar of the ICBs LDA Programme. An existing contract through a local provider provides a mechanism for engagement with lived experience partners for the following aspects of the programme outlined in paragraph II.1.4 above. The health of the overall LDA Programme is also dependent on the assurance provided by lived experience partners as part of the LDA governance structure and the LDA Programme Board specifically. For further details relating to the aforementioned services, please refer to the draft Service Specification and other attachments in the Documents section at Atamis Project Reference: C377658. This notice has been issued subject to the Procurement Act 2023 to establish market interest in the services here described. It should be noted that this is not a procurement exercise at this stage and participating organisations are responsible for their own costs.
