Summary of the contracting process

Leeds City Council is procuring steeplejack surveys, roof surveys and minor repairs for approximately 103 multi-storey flats in the Leeds area. The work covers annual safety inspections of high-rise blocks of 18 metres or more, with a roof survey report for each inspection. Using specialist access routes, the contractor must provide minor repairs, hammer or penetration testing where appropriate, remove loose material, and identify and record the condition of the buildings’ external fabric. This includes roof coverings, parapets, copings, lightning conductors, railings, brickwork, concrete, render, timber, tiling, balustrades, windows, doors, walkways, soffits, rainwater pipes and paintwork. The procurement is categorised as building works, with building surveying and building inspection services also included.

The procurement has reached tender: Leeds City Council invited offers through a below-threshold open competition. It is a single-lot contract. Enquiries were due by 8 September 2026 at 5.00pm, and tenders were due by 15 September 2026 at noon. The planned contract runs from 12 December 2026 to 11 December 2029, with one optional 12-month extension to 11 December 2030. The estimated value is £1.2 million excluding VAT, or £1.44 million including VAT, including the extension; the stated annual rate is £300,000. The contract will use the JCT Measured Term 2024 form. Tenders are assessed first on quality against published criteria; only those scoring at least 50%—500 of 1,000 points—proceed to a final evaluation based entirely on price.

This opportunity suits specialist steeplejack, roofing, building surveying, inspection and minor repair contractors, including SMEs, and consortia able to combine these capabilities. Suppliers need to work safely at high-rise buildings using specialist access routes and carry out systematic inspections of roofs and the full external building envelope. Relevant experience should include hammer or penetration testing, identifying unsafe or loose materials, recording fabric condition and completing associated roofing repairs. The scope calls for practical knowledge across roofing materials and structures, masonry, concrete, render, timber, tiling, balustrades, windows, doors, walkways, rainwater systems and related external components. A bidding contractor or consortium must have turnover of at least twice the stated annual contract value and a positive net worth. Quality performance is essential because bids must reach the minimum quality threshold before price evaluation.
