Environmental Enforcement Contract

Notice Description

The supplier shall deploy Environmental Enforcement Officers to conduct proactive patrols, issue Fixed Penalty Notices FPNs) for environmental offences, and support prosecutions where required. Officers must operate to high professional standards, ensure proportionate enforcement and provide the Council with secure data and regular reports on performance, demographics, payment rates, and complaints. The service aims to improve the public realm, ensure compliance with environmental legislation and protect vulnerable residents by applying enforcement fairly and responsibly. The Council has clear requirements for how vulnerable adults would be treated and in particular fixed penalty notices should not be served on minors

Renewal: The initial term is for period of 2 years and may be extended at the sole discretion of the Council for a further period of 2 years where the Authority considers a further extension will offer best value to it's residents.

Planning Information

The London Borough of Harrow is seeking to engage with the Environmental Enforcement market to participate in preliminary market engagement to assist in developing the authority's requirements and approach to deliver best possible outcomes to the residents of Harrow. We therefore would like to invite suitably qualified service providers to participate in Market Engagement Sessions which will take place over Microsoft Teams on or around 15th September 2025 at a time to be agreed. The objective of discussion is to gain a better understanding of the following: • Provide initial information about the Service Requirements and related strategic objectives • Seek feedback from companies to inform development of the service model, specification and tender documentation to facilitate a tender exercise that will be well received by the marketplace maximising participation • Answer questions interested companies may have regarding the required work and the tender process • Provide practical advice to interested companies on local government tendering to support submission of tender • Breakdown barriers to entry for locally based SME companies If you would like to participate and submit an expression of interest or have any questions, please email David Hayes, Procurement Business Partner david.hayes@harrow.gov.uk
