The collection and disposal of Clinical Waste for all NHS Wales Hospitals and Sites. NWSSP Procurement Services (NWSSP) is undertaking a Preliminary Market Engagement Notice (PMEN) on behalf of NHS Wales to gather insights and feedback from potential suppliers for the collection, transportation, and disposal of clinical waste across its facilities in Wales. This PMEN aims to inform the development of a future procurement strategy, ensuring compliance with environmental regulations, safety standards, and cost-effectiveness. NHS Wales operates a network of hospitals, clinics, and healthcare facilities generating various types of clinical waste, including infectious, hazardous, and non-hazardous waste. The safe and compliant collection, transportation, treatment, and disposal of this waste is critical to maintaining public health, environmental standards, and operational efficiency. This PMEN seeks to explore innovative, sustainable, and efficient solutions from the market.

The purpose of this engagement is to: - Understand the capabilities and capacity of suppliers in the clinical waste management sector. - Identify innovative and sustainable solutions for clinical waste collection, treatment, and disposal. - Gather feedback on potential contract structures, service delivery models, and key performance indicators (KPIs). - Explore opportunities for cost efficiencies and environmental sustainability, including waste minimisation and recycling initiatives. - Inform the development of a procurement strategy that aligns with NHS Wales’ operational and regulatory requirements. NHS Wales invites suppliers to provide information on the following: - Company Overview: Details of your organisation's experience, capacity, and expertise in clinical waste management. - Service Capabilities: Ability to provide comprehensive clinical waste collection, transportation, treatment, and disposal services across Wales. - Innovation and Sustainability: Examples of innovative practices, technologies, or sustainable solutions (e.g., waste-to-energy, carbon reduction strategies). - Compliance: Approach to ensuring compliance with relevant regulations (e.g., HTM 07-01: Safe Management of Healthcare Waste, Duty of Care requirements). - Challenges and Opportunities: Key challenges in delivering clinical waste services and potential opportunities for improvement. - Contract Preferences: Lotting structure (e.g., regional or national lots), and performance metrics. - Case Studies: Examples of similar services provided to other healthcare organisations. Please could interested suppliers provide the following information: - Contact details (organisation name, contact person, email, and phone number). - Responses to the points outlined above. - Any additional information or questions you wish to raise regarding the proposed services. Responses will be reviewed by NHS Wales to inform the development of the procurement strategy. Suppliers may be invited to participate in further engagement activities, such as workshops, presentations, or one-to-one discussions. Participation in this PMEN does not guarantee inclusion in any future procurement process, nor does it preclude suppliers who do not participate from bidding in the future.
