Lancashire Renewables Limited, a subsidiary wholly owned by Lancashire County Council and Blackpool Council, is currently in the planning stage for a procurement process titled "Provision of Biofiltration Woodchip Media". The public tender, scheduled as an open procedure under the Procurement Act 2023, caters to the goods industry category and primarily focuses on scrap wood and gas purifying apparatus. Taking place in Leyland within the UKD4 region, the procurement invites interested parties to register at the North West Procurement Portal, known as The Chest, in preparation for advertisement around October-November 2025. The new public sector procurement regulations effective from 24 February 2025 may influence the procedure, with engagement responses due by 29 August 2025.

Businesses capable of delivering innovative and eco-friendly products in the related categories of gas and liquid filtration apparatus are encouraged to compete for this lucrative contract. With the contract spanning from January 2026 to December 2028 and offering a possibility of renewal until 2032, successful bidders could benefit significantly from establishing stable and profitable partnerships with Lancashire Renewables Limited.

Notice Title

Provision of Biofiltration Woodchip Media

Notice Description

Lancashire Renewables Ltd (LRL) is a company owned wholly by Lancashire Country Council and Blackpool Council. LRL operates two waste treatment facilities in Leyland and Thornton. Each site is approximately 40 acres and contains numerous buildings responsible for the receival and processing of household and residual waste (circa 400,000 tonnes p.a.). Waste is either transported into the offtake market for further processing/ recycling or to landfill when necessary. LRL's key objectives are to receive, treat and transport contract waste in accordance with the targets and service requirements set out in the Service Level Agreement between LRL and Lancashire County Council. As part of its day-to-day operations, LRL operates several closed biofilters at each of its two sites based in Leyland (PR26 6TB) and Thornton (FY5 7RY). Each biofilter contains multiple cells, and each cell houses approximately 500m3 of woodchip media. The closed biofilters are part of LRL's odour abatement system and they remove obnoxious odours from the internal airstream before emission into the external atmosphere. The internal air is drawn through the bed of woodchip that is inoculated and populated with sulphate loving bacteria. The key criteria for woodchip media used in biofilters for odour control revolve around material composition, physical properties, and durability to ensure optimal microbial activity and long-term performance.
