Summary of the contracting process

Lancashire Renewables Limited is actively seeking tenders for the "Provision of Biofiltration Woodchip Media," part of its waste processing activities at facilities in Leyland and Thornton, United Kingdom. This tender, under the procurement stage of Tender, invites bids by 24th June 2026. The contract’s legal framework is based on local legislation (2023/54 UKPGA) and involves the supply of woodchip media critical to odour control systems at waste treatment sites. The open procedure procurement invites competitive bidding, ensuring a fair and transparent process under the Global Procurement Agreement (GPA), with an expected framework commencement on 31st August 2026 over a potential eight-year period.

This tender presents significant opportunities for SMEs involved in the supply of materials like scrap wood and filtration machinery. Companies capable of providing high-quality woodchip media integral to the biofiltration process could leverage this contract to expand their business footprint in the waste management sector. The framework agreement allows for direct awards and mini-competitions, ensuring continuous opportunities for business engagement. The focus on price-quality points enhances value delivery, appealing to businesses capable of balancing cost with superior product provisions.

Provision of Biofiltration Woodchip Media

Notice Description

The Authority (formally Global Renewables Lancashire Operations Ltd) was established for the operation and management of two central waste treatment facilities. The Authority's key objectives are to receive, treat and transport contract waste in accordance with the targets and service requirements set out in the Service Level Agreement between the company and its majority shareholder, Lancashire County Council. The Authority is seeking Tenders for the supply of biofiltration woodchip media as detailed in the draft Contract at Appendix 1 to this ITT and the associated tender documentation. The Goods are an integral part of the waste processing activities at the Authority Thornton and Farrington site where the Biofilters are located. The Thornton site delivery address is FY7 8RY and Leyland site delivery address is PR26 6TB. Following award of the framework, the Authority intends to place ad hoc orders. The supplier must deliver the Goods to either Thornton or Leyland site as requested. Tenderers should note that the quality and consistency of the Goods is critical to the Authority.

Lancashire Renewables reserves the right to spend up to PS1,180,000 over the entire framework term (maximum of eight years as per PA 2023 section 49; including all frameworks awarded under the open framework scheme), to account for volatility in the market and as-yet unknown changes to UK recycling practices. The volumes may increase or decrease during the term of the contract.
