    "description": "The decision to award these contracts in line with the Competitive Process was based on evaluation against the basic selection criteria (in the form of a Selection Questionnaire), which was assessed on a pass/fail basis, and the PSR 5 key criteria, which were assessed using a 0-4 scale and pass/fail basis with the below weightings. Several tender questions were asked under each of the key criteria. Quality & Innovation - 34% Integration, Collaboration and Service Sustainability - 22% Improving access, reducing health inequalities, and facilitating choice - 24% Value - 10% Social Value - 10% The providers selected for award have been chosen as they passed the basic selection criteria and were the highest scoring bidder overall, against the key criteria. Recommendations for award of contract made by the NHS Cornwall and the Isles of Scilly ICB's Procurement Oversight Group on 26th February 2026 and Devon ICB's Procurement Oversight Group on 5th March 2026. After conducting a thorough Competitive Process, taking into account the key criteria and applying the basic selection criteria, NHS Devon Integrated Care Board and NHS Cornwall & Isles of Scilly (ICB) are content that the providers' bids sufficiently met the key criteria and thus can proceed to contract award under the Health Care Services (Provider Selection Regime) Regulations 2023. Two declarations of potential conflict of interest were made via the conflict of interest process for this procurement and recorded accordingly. The non-conflicted members of the procurement assessed the nature and risk of each declared conflict and decided which steps to take to avoid or mitigate them. Both declarations were deemed as not being actual conflicts of interest but were still managed accordingly with appropriate mitigations. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and The Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 20th March 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. The aims of this procurement are: * To improve oral and general health by increasing access to NHS dental services. * To ensure equity and consistency of provision, with a focus on vulnerable adults, children, and patients with additional needs (including bariatric access up to 227kg). * To reduce inequalities in access to dental care through targeted services for high-need populations. * To meet the national mandate for urgent dental care by ensuring patients have timely, compassionate access, including via NHS 111 and dental helplines, both within and outside working hours. * To provide equitable, accessible, cost-effective stabilisation services to reduce repeat urgent care attendances and support patients without access to a routine NHS dentist. * To ensure urgent care services are patient-centred, prioritising those in pain or with clinical need, and delivering care in the right place at the right time. * To refer patients to other NHS services as appropriate, in line with local protocols and guidance. * To promote overall health and wellbeing in line with Making Every Contact Count. The Contracts will be for an initial term of 7 years with an option to extend for a further 2 years at the sole discretion of the Commissioner.
