Summary of the contracting process

Defence Equipment and Support is procuring a replacement piping solution for Defence Munitions Beith in Ayrshire. The requirement covers engineering and supply of replacement pipework across numerous buildings, including removal of the existing installation, installation of the new system and testing of the completed works. The piping must be suitable for breathing-air applications, support safe working pressure of 12 bar and connect to existing compressors and ancillary equipment. The Authority is seeking a low-maintenance solution, preferably using lightweight aluminium. The requirement also includes training and support for internal stakeholders in operational use and maintenance. The main procurement category is goods, with the work centred on the Defence Munitions Beith site in Ayrshire.

The process has reached tender: the buyer invited offers through a below-threshold open competition under a defence and security regime. There is one lot, identified as suitable for small and medium-sized enterprises. The estimated value is £500,000 excluding VAT, or £600,000 including VAT. The contract is scheduled to run from 26 February 2027 to 31 December 2027. Enquiries must be submitted by 26 October 2026 at 12:00, and tenders by 30 October 2026 at 23:59. Electronic submission is allowed through https://contracts.mod.uk. The selection process includes pass/fail criteria at stages 1, 2 and 3A of the pre-qualification questionnaire, with additional participation conditions and security clearance requirements. The most advantageous tender will be assessed on a 60% technical and 40% financial split.

This opportunity suits an engineering contractor able to design or supply industrial pipework, remove an existing installation and install, connect and test a replacement system across multiple buildings. Relevant capability includes breathing-air systems, equipment compatible with 12-bar safe working pressure, connections to existing compressors and ancillaries, and low-maintenance solutions; lightweight aluminium is preferred. Suppliers should be able to provide operational and maintenance training and continuing support to the Authority’s staff. The work is suitable for SMEs, but bidders must meet the stated participation conditions, pass the relevant pre-qualification stages and obtain or hold the required security clearance. Businesses with experience delivering engineering installations in defence, industrial or similarly controlled environments are likely to be well placed to compete.
