Summary of the contracting process

East West Rail Company Limited procured land and property services to support the East West Rail programme across the United Kingdom. Lot 1 covered valuation and compensation, engagement with landowners, Development Consent Order preparation, land acquisition, reporting and business management support. Lot 1 was awarded to Arcadis LLP for £25,211,832.63 gross; the contract was signed on 21 August 2026 and runs from 21 August 2026 to 22 August 2030, with extensions of up to two further years. Lot 2 was awarded to WSP UK Limited for £41,413,051.10 gross; the contract was signed on 17 August 2026 and runs from 17 August 2026 to 16 August 2030, also with extensions of up to two further years. The route was a selective, competitive flexible procedure with a two-stage PSQ and ITT process. Evaluation focused on methodology, capability, resourcing, collaboration, client experience, health and safety, social value, scenarios and price per quality point.
