Summary of the contracting process

Durham County Council is currently in the planning stage for a procurement process titled "002623 - Preliminary Market Engagement (PME) for the Purchase, Maintenance and Repairs of Cleaning Machines". This tender falls within the goods category, specifically targeting floor-cleaning machines with a delivery region of UKC14 in the United Kingdom. A vital deadline to note is the availability of the Preliminary Market Engagement questionnaire, which is expected by 15th August 2025. With a budget of £360,000, this procurement is above the specified thresholds and is aimed at ensuring the efficient operation of cleaning equipment across the council's sites. The procurement process is intended to contract a provider capable of annual maintenance, planned and reactive repairs, as well as the purchase of new machines, starting from 1st November 2025 with an option for renewal until 31st October 2031.

This tender represents a significant opportunity for businesses specialised in cleaning equipment supply, maintenance, and repair, particularly those with experience and authorisation from original equipment manufacturers like Tennant. Businesses that can provide full manufacturer-trained personnel, handle warranty claims, and supply genuine parts are well-placed to benefit from this contract. Moreover, companies that can integrate training services into their offerings, both for new and existing equipment, will stand out as valuable partners for Durham County Council. This opportunity offers potential growth for businesses looking to expand their footprint in the public sector with a robust and recurring service demand.

Notice Title

002623 - Preliminary Market Engagement (PME) for the Purchase, Maintenance and Repairs of Cleaning Machines

Notice Description

Durham County Council (DCC) require a contract for the purchase, maintenance and repairs of cleaning machines. Durham County Council currently has over 50 Tennant scrubber dryers ranging from small CS5 scrubbers to larger T300 scrubber dryers, all of which are walk behind battery powered equipment. The machines are located across Durham County Council and a full asset list will be provided as part of the tender process. The Council has introduced chemical free cleaning and more efficient ways of cleaning, and the scrubber dryers are the main catalyst to providing efficient floor cleaning throughout our sites. Each service works to a cleaning standard within their sites, and it is key the cleaning machines are fully operational, fit for purpose and safe to use. By achieving this a good service provider is important to provide ongoing time effective support for repairs, maintenance and training on new and existing kit. The contract will include provision of annual maintenance, repairs for both planned and reactive repairs and the purchase of new machines. Training will be required by the service provider for all new machines and refresher training will need to be offered as part of the contract, included within the initial purchase cost and service plans. The service provider must be authorised by the manufacturer and have full manufacturer training in the maintenance of this equipment. Service providers must be able to honour warranty claims and use genuine parts as well as having access to manufacturer software updates on the T300 and other Tennant machines.
