Summary of the contracting process

The London Borough of Harrow has awarded a direct contract to MMCG (2) LIMITED for the provision of Residential and Nursing Care Beds at Knights Court Care Home. The project falls under the health and social work services category and is based in Harrow, United Kingdom. The procurement process is complete, with an award date of 11th August 2025 and a contract period from 1st September 2025 to 31st August 2027. This direct award is supported by the Better Care Fund, facilitating hospital discharges during winter admissions. The procurement was executed through a light touch regime, aiming to maintain continuity due to technical reasons and the absence of viable alternative suppliers.

This contract creates significant opportunities for businesses involved in health and social care services, particularly those offering nursing and dementia care facilities. The partnership with the London Borough of Harrow highlights the potential for substantial business growth for large-scale service providers capable of managing care homes efficiently. Additionally, the focus on continuity of care means that entities with established expertise in maintaining consistent care environments will be well-suited to compete in future similar contracts. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) may also benefit by aligning their services with market needs, particularly under initiatives targeting fluid bed availability for hospital discharge processes.

Notice Title

Residential and Nursing Care Beds

Notice Description

London Borough of Harrow Adult Social Care is awarding a Block Arrangement Contract to Maria Mallaband Care Group (MMCG) at Knights Court Care Home for the provision of Nursing Elderly Mentally Infirm (EMI) and Nursing Dementia beds. This is supported by Better Care Fund (BCF) funding and forms part of the winter admissions to facilitate hospital discharges.

Procurement Information

Residents are currently residing in the care home, and any transfer of placements at this stage would likely cause disruption and distress, given their specific needs. The current provider is best placed to ensure continuity of care, maintaining established relationships and routines that support residents' wellbeing. Therefore, at this stage, this provider is the only one who can provide the beds and subsequent services, and as a result, there are no reasonable alternatives. Schedule 5(6) of the PA 23 states: The following conditions are met in relation to the public contract- (a) due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b) there are no reasonable alternatives to those goods, services or works. It is also noted that additional new beds will be added to the beds that are already in place at Knights Court with MMCG. These additional beds are to remain 'fluid' and accessible in anticipation of hospital discharges. This aligns with the BCF funding initiative where one aim of the funding is to reduce pressures in hospitals. The Council relies on Schedule 5(13) of the PA 23 for the 5 additional new beds as set out below: Where- (a)the goods, services or works to be supplied under the public contract are strictly necessary for reasons of extreme and unavoidable urgency, and (b)as a result the public contract cannot be awarded on the basis of a competitive tendering procedure.
