Summary of the contracting process

Tower Hamlets intends to recommission a borough-wide adult substance misuse treatment and recovery system for residents aged 18 and over. The service will be aligned with the Combatting Drugs Partnership Strategy 2024–2027 and will replace the current range of services collectively branded as Reset. The scope includes substance misuse engagement, harm reduction, treatment and recovery support, with the aim of creating a refreshed, integrated system following a review of local needs and service performance. This is a health and social work services procurement, to be delivered across the London Borough of Tower Hamlets. Tower Hamlets is the buying organisation and will manage the commissioning of the service under the Provider Selection Regime.

This procurement is at the planning stage: Tower Hamlets has stated an intention to run a competitive procurement exercise, but has not yet invited tenders. The Provider Selection Regime applies and the procurement is described as a light-touch service. The current plan is for a single lot. The estimated value is £25,821,108 excluding VAT, or £32,276,385 including VAT. The planned contract period is 1 November 2027 to 31 October 2030, with an extension available until 31 October 2032. Tower Hamlets expects the next notice to be published on 27 October 2026. A preliminary market engagement event is scheduled for 26 October 2026, with the event described as due in October 2026. The procurement is above the relevant threshold.

The future service will suit providers with established capability in adult substance misuse services, including engagement, harm reduction, clinical or treatment support, recovery work and coordination across a borough-wide system. Organisations able to contribute to a redesigned service model, respond to the findings of a joint strategic needs assessment and service review, and align delivery with the Combatting Drugs Partnership Strategy are likely to be well placed. Experience supporting adults aged 18 and over and working across treatment and recovery pathways will be relevant. Tower Hamlets has indicated that the procurement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so specialist providers and mission-led organisations may wish to prepare for the market engagement and future competition. This is preparation for a later procurement, not an opportunity to bid for now.

PSR (Provider Selection Regime) regulations apply London Borough of Tower Hamlets is recommissioning a borough-wide, world-class adult substance misuse treatment system, aligned with the Combatting Drugs Partnership Strategy (2024-2027). Currently Tower Hamlets commissions and delivers a range of substance misuse treatment and recovery services for residents aged 18 plus, collectively branded as "Reset". Following a period of review that includes a refreshed Joint Strategic Needs Assessment (JSNA), detailed system review and series of engagement events; the cabinet report recommended the commissioning of a refreshed model when existing contracts come to an end in late 2025. It presented a case for continued investment in substance misuse engagement, harm reduction, treatment and recovery services; and a timeline for implementation of this model through a competitive procurement exercise.
