Summary of the contracting process

Social Work England, a central government public authority located in Sheffield, is the buying organisation responsible for the procurement process concerning the provision of a "Fitness to Practise Emotional Support Line". The procurement falls under the services industry category, specifically guidance and counselling services. Originally planned to proceed through a selective, competitive flexible procedure, this tender aimed to offer emotional support to those involved in Fitness to Practise proceedings via a telephone line accessible 24/7 throughout the year. Notably, the procurement process experienced a cancellation as of 15 January 2026 due to insufficient suitable tenders received. Prior to its cancellation, the expression of interest deadline was set for 15 October 2025, with a planned contract period from 13 April 2026 to 12 April 2029.

This specific tender provided a promising avenue for companies specialising in telecommunications services, mental health support, or counselling services, eager to expand their operations within the public sector. Given the contract's requirements, businesses with robust customer service capabilities and experience in delivering continuous support lines would find this opportunity well-suited to their expertise. Furthermore, the extended contract term, with potential renewals, suggests favourable conditions for sustainable business growth. The competitive flexible procedure, involving a multi-stage evaluation based on quality and price, ensured that only highly qualified and competitive bidders would succeed, granting them substantial business engagement in the public sector. Although recently cancelled, similar future tenders could present incoming opportunities for businesses in this domain.

Notice Title

Provision of a Fitness to Practise Emotional Support Line

Notice Description

Social Work England is looking to Contract with an external Service Bidder who can support us to deliver against our objectives and achieve our ambitions by delivering an emotional support telephone line to those affected by Fitness to Practise proceedings. We require an emotional support telephone line for social workers, witnesses and complainants (those that raise Fitness to Practise concerns) and those affected by the Fitness to Practise process, that they can access by phone, and other methods, such as email or live chat/web chat 24 hours a day, 365 days a year. While the service will be open to all involved in Fitness to Practise and their family members, and some may need to use the service once or regularly, the provider will ensure that usage is appropriate and managed in a way that ensures callers don't develop a dependency upon the service and contact ends at an appropriate stage (for example 3 months after the Fitness to Practise matter has concluded).
