Summary of the contracting process

Neath Port Talbot County Borough Council has commissioned domiciliary care for older and disabled adults living in their own homes across Neath Port Talbot. The service is intended to support people to achieve better outcomes, maintain independence and wellbeing, and remain in their homes and communities for as long as possible. Work covers personal care, help with daily living, medication support and enabling approaches, delivered in line with each person’s assessed needs and care and support plan. This is a social care service (CPV 85300000, social work and related services), delivered in Wales. The framework is designed to provide person-centred support and promote prevention, rather than residential care. The Council says the arrangement does not guarantee providers any volume of work.

The procurement is complete and the Council has selected 24 providers for one open framework: Abacare (Care Agency) Ltd, Cadog Homecare Ltd, Care & Co, Care Crew Ltd, Care Cymru Services Ltd, Careful Care Ltd, Cariad Care Services Ltd, Cartrefi Cymru Co-operative Ltd, Cera Care Operations Ltd, Crosshands Home Services Ltd, Forever Kin Healthcare Ltd, Gardens Care Home, Gentle Care Services, Gofal Cymunedol Ltd, I Care Dom Care Ltd, Live Well Health Care Ltd, Miller Homecare Ltd, Moderncare (Neath) Ltd, People Support Ltd, RSD Social Care Ltd, Seren Support Services Ltd, Service Direct Ltd, Steddy Ltd and Zion Community Care Ltd. The award was dated 15 September 2026. The framework value is £99,638,266.67 excluding VAT (£119,565,920 including VAT). Its initial period runs from 2 November 2026 to 1 November 2029, with successive frameworks potentially extending the arrangement to 1 November 2034. Notice Description

Neath Port Talbot Council has made an award for the recommissioning of our adult domiciliary care services under a new 'Open' Framework, the aim of which is to deliver care to adults living in their own homes, to support them to achieve improved outcomes. The Framework will deliver high-quality, person-centred domiciliary care services to individuals in their own homes and has been procured as a 'light touch' framework under the Procurement Act 2023. The framework will take the form of an open framework (a scheme of successive frameworks) up to eight years in duration, the first framework being a maximum of three years and the second a maximum of five years allowing periodic admission of new providers during the framework term. The scope of services will include the delivery of care and support in line with assessed needs and Care and Support Plans. Services are expected to promote independence, wellbeing and prevention, supporting individuals to remain within their own homes and communities for as long as possible. Provision will include personal care, support with daily living activities, medication support and enabling approaches to care. The Framework will not guarantee any volume of work. The framework has been developed within the context of the Social Services and Well being (Wales) Act 2014, the Regulation and Inspection of Social Care (Wales) Act 2016 and the Well-being of Future Generations (Wales) Act 2015, with a clear focus on delivering outcomes that matter to individuals.

Planning Information

Neath Port Talbot County Borough Council is inviting suitably experienced Service Providers of Domiciliary Care services to attend a market engagement event. It is currently planned to go out to tender Domiciliary Care services around November 2025. The bidders must be aware that TUPE may apply. The event has been arranged for 19th August 2025 at 10:30am, where potential bidders who are interested in delivering the service are invited to meet and discuss with Council Officers the service to be tendered. The format of the event will consist of the following: • Presentation from the Common Commissioning Unit • Feedback sessions on what has been discussed These events have been arranged as an opportunity for the Council to seek feedback from Providers and set the essential criteria you will have to meet to bid for this tender. There will also be an opportunity for potential bidders to ask the Council any questions it may have around the proposed tender. Following on from the event all providers in attendance will be offered the opportunity to attend one to one sessions with Commissioning Officers. These sessions will allow further discussions on tender plans and the models presented. One to one sessions will take place between the 4th and 11th September 2025. Invitations for the one to one sessions will be released following the Market Engagement Event.
