Summary of the contracting process

The Neath Port Talbot County Borough Council has launched an open framework tender for Domiciliary Care Services aimed at older and disabled adults living in their own homes. This procurement initiative, titled "Open Framework for Domiciliary Care Services for Older and Disabled Persons," falls under the industry category of health and social work services. The process is currently in the tender stage, with a closing date set for 30th June 2026. The procurement is in line with Welsh devolved regulations and will be executed under a 'light touch' framework, which gives flexibility within the Procurement Act 2023. The contracting authority seeks to establish a flexible pool of providers capable of delivering high-quality, person-centred care services. The contract spans a period up to eight years, subdivided into initial frameworks of three and five years. The location is based in the region identified as UKL17 within the United Kingdom.

This tender offers opportunities for growth to businesses specialising in domiciliary care, especially those that can demonstrate a commitment to social value and sustainable outcomes. The open framework allows for direct award without competition, streamlining the process for providers meeting essential criteria. This creates a substantial prospect for small to medium-sized enterprises (SMEs) with expertise in personalised care services to engage in a long-term partnership with the council. By participating, providers can influence care delivery models, focusing on independence and community inclusion while contributing to wider social and economic objectives in the local area. Suitable businesses have until the tender closing date to submit their proposals electronically through the designated etenderwales portal.

Notice Title

Open Framework for Domiciliary Care Services for Older and Disabled Persons

Notice Description

Neath Port Talbot Council (the "Council") invite tenders from quality domiciliary care providers for the recommissioning of our adult domiciliary care services under a new 'Open' Framework, the aim of which is to deliver care to adults living in their own homes, to support them to achieve improved outcomes. The Framework will establish a pool of suitably qualified and experienced providers to deliver high-quality, person-centred domiciliary care services to individuals in their own homes and is being procured as a 'light touch' framework and therefore not obliged to follow all the obligations contained within the Procurement Act 2023. The Tender will take the form of an open framework (a scheme of successive frameworks) up to eight years in duration, the first framework being a maximum of three years and the second a maximum of five years allowing periodic admission of new providers during the framework term. The scope of services will include the delivery of care and support in line with assessed needs and Care and Support Plans. Services are expected to promote independence, wellbeing and prevention, supporting individuals to remain within their own homes and communities for as long as possible. Provision will include personal care, support with daily living activities, medication support and enabling approaches to care Call-off arrangements under the Framework are expected to be undertaken through a brokerage-led allocation process, whereby individual care packages are matched to providers based on meeting essential criteria. The Framework will not guarantee any volume of work. The procurement is being developed within the context of the Social Services and Well-being (Wales) Act 2014, the Regulation and Inspection of Social Care (Wales) Act 2016 and the Well-being of Future Generations (Wales) Act 2015, with a clear focus on delivering outcomes that matter to individuals. Social value will form a fundamental component of the procurement and subsequent contract delivery. Providers will be expected to demonstrate how they will contribute to wider social, economic and environmental outcomes in addition to core service delivery, including supporting prevention, strengthening communities and contributing to sustainable and fair local economies.
