Summary of the contracting process

London Borough of Sutton commissioned estate remedial works across 23 blocks managed by Sutton Housing Partnership, delivered in Sutton. The requirement covers investigation surveys, including asbestos refurbishment and demolition surveys and CCTV drainage surveys, extensive exposed-concrete repairs, waterproofing and flashing works, anti-slip coverings, cyclical decoration, wash-down and associated repairs. It also includes replacing polystyrene tiles with fire-rated alternatives, repairing glazing, paving, windows and doors, installing or replacing kitchen and bathroom extract fans, clearing and repairing rainwater goods, and damp and mould remediation in specified flats. Further remedial works may be instructed as the contract progresses. The procurement is classed as construction work, with windows, doors and related items also identified as part of the requirement.

This procurement is complete following an open procedure. One lot was awarded to A P C Building Services (London) Limited on 29 January 2026 for £4,331,546.02 excluding VAT, or £5,197,855.22 including VAT. The signed contract is active, was signed on 8 June 2026 and runs from 27 July 2026 to 26 July 2028. The original estimated lot value was £7,500,000 excluding VAT, or £9,000,000 including VAT. Evaluation weighted quality at 60% and price at 40%; quality included resident communication, programme management, supply-chain management, delivery quality and social value. The tender deadline was 2 September 2025 at noon, with enquiries closing on 26 August 2025 at noon and the award period ending on 19 September 2025. Ten valid bids were received, including eight from SMEs.

This award indicates substantial demand from Sutton for planned and reactive housing-estate refurbishment, combining building repairs with resident-facing delivery and construction management. A credible future competitor would need to coordinate multi-block works, investigate defects and specify remedial solutions across concrete, drainage, waterproofing, façades, glazing, paving, windows, doors, ventilation and damp and mould. The evaluation shows that technical delivery alone is insufficient: suppliers must demonstrate clear resident communication, robust programme management, effective supply-chain control, consistent quality and social value, alongside competitive pricing. The requirement was suitable for SMEs, and eight of the ten valid bidders were SMEs, so smaller specialist or regionally based construction firms may be well placed, particularly where they can evidence capacity to manage several occupied residential blocks and a varied repair programme.
