    "description": "This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.<br/><br/>This contract has been awarded under Regulation 14 due to the existing provider being suddenly unable to provide the full scope of services under an existing contract and a new/secondary provider has been needed to be found to address urgent safety concerns arising from the increased risk to patient health through increased wait times and late diagnosis. <br/><br/>The contract is for 4 months with the option to extend for no more than 8 weeks.<br/><br/>The decision makers were:<br/>Decision made at NHS England, East of Englands Public Health Oversight Group - consisting of:<br/>Regional Director of Strategy and Commissioning of Public Health.<br/>Deputy Director of Finance Oversight and Delivery.<br/>Head of Public Health Commissioning - Cancer Screening.<br/>Head of Public Health Commissioning - Strategy and Operations.<br/>Head of Public Health Commissioning - Non-Cancer Screening and CHIS.<br/>Regional Head of Health and Justice Commissioning.<br/>Deputy Director of Healthcare Public Health.<br/><br/>No conflicts of interest were declared.",
