Summary of the contracting process

NHS Norfolk and Waveney Integrated Care Board is procuring General Medical Services and associated primary medical services for two existing practices. Lot 1 covers Kirkley Mill Surgery at Kirkley Mill Health Centre, Kirkley Rise, Clifton Road, Lowestoft, Suffolk. Lot 2 covers Nelson Medical Centre, Pasteur Road, Great Yarmouth. The requirement is to provide ongoing general-practice healthcare to the registered patient populations at both sites. The services fall within general-practitioner services. The participation of SMEs among the bidders shows that smaller practices can compete where these capabilities are demonstrable.

C. Key Criteria - Lot 1: Kirkley Mill Surgery

NHS Norfolk & Suffolk Integrated Care Board intends to award a General Medical Services (GMS) contract to Rosedale Surgery for the provision of primary medical services and other services at Kirkley Mill Surgery following a robust Competitive Process.

This will be a General Medical Services (GMS) contract held in perpetuity and the service commencement date is 1st October 2026.

The annual contract value will be PS900,456 based on (i) a weighted list size of 7,664.68 as of 1st October 2025 and (ii) after the 4.75% deduction for Out of Hours (OOH) (as IC24 deliver the OOH service across Norfolk & Waveney).

This is an existing service and has been awarded to an existing provider.

Please note in terms of the awarded contract value advertised, this is a General Medical Services (GMS) contract held in perpetuity so the figure of PS900, 456 is based on the per annum amount.

D. Key Criteria - Lot 2 - Nelson Medical Centre

NHS Norfolk & Suffolk Integrated Care Board intends to award a General Medical Services (GMS) contract to East Norfolk Medical Practice for the provision of primary medical services and other services at Nelson Medical Centre following a robust Competitive Process.

This will be a General Medical Services (GMS) contract held in perpetuity and the service commencement date is Wednesday 1st October 2026.

The annual contract value will be PS715,976 based on (i) a weighted list size of 6,094.38 as of 1st October 2025 and (ii) after the 4.75% deduction for Out of Hours (OOH) (as IC24 deliver the OOH service across Norfolk & Waveney).

This is an existing service and has been awarded to a new provider.

Please note in terms of the awarded contract value advertised, this is a General Medical Services (GMS) contract held in perpetuity so the figure of PS715, 976 is based on the per annum amount.
