Summary of the contracting process

The NHS Sussex Integrated Care Board (ICB) is overseeing the procurement for the Community Pharmacy Locally Commissioned Service for Emergency Palliative Care Drugs. This service aims to assist patients who need urgent medication for palliative and end-of-life care. The procurement is classified under pharmacy services and is situated in East Sussex, West Sussex, and Brighton and Hove, UK. The contract has been awarded to 72 pharmacies following a competitive process, with the service set to commence from 1 November 2025 to 31 March 2028, carrying an approximate lifetime value of £190,513. The procurement process falls outside the scope of the Public Contracts Regulations 2015 due to reliance on the Health Care Services (Provider Selection Regime) Regulations 2023, highlighting a limited procurement method without prior competition.

This tender provides a significant opportunity for community pharmacies within specified regions to expand their service offerings and enhance their business growth potential. Pharmacies that best meet essential criteria—such as operating hours, geographic location, and compliance with NHS England's contractual obligations—are favoured in the selection process. By focusing on pharmacies’ accessibility and service reliability, the contract invites small to medium-sized businesses that are flexible, have a robust operational infrastructure, and are committed to service excellence within their communities. The award process is conducted transparently, considering factors like pharmacy proximity to ensure a balanced distribution across the regions, positioning well-suited businesses to thrive through enhanced visibility and community engagement.
