Summary of the contracting process

The Oil and Pipelines Agency, a central governmental authority based in Gosport, UK, has initiated a procurement process in the planning stage for the project titled "OPA/T779 Loch Striven Geotechnical Groundworks Investigation". This tender falls under the industry category of ground investigation services and is particularly focused within the defence and security special regime. The procurement stage involves the scheduled issuance of a Pre-Qualification Questionnaire (PPQ) by 12th September 2025, as part of the preliminary market engagement process. The project aims to conduct an intrusive ground investigation for designing rock socketed piles to enhance existing marine structures. The planned contract period is from 26th November 2025 to 12th September 2026, with an expected contract value of GBP 300,000, exclusive of taxes.

This tender presents a substantial opportunity for businesses specialising in ground investigation services, particularly those with experience in defence and security projects. Firms capable of providing comprehensive geotechnical services will find this tender an attractive opportunity, as it aligns with the need for specialised knowledge in rock and soil analysis pertinent to infrastructure improvements. This could be a significant growth opportunity, especially for businesses looking to engage with central government projects and expand their portfolio in the public sector. Companies with the prerequisite competencies are encouraged to review the detailed requirements and consider engaging in the upcoming PPQ phase to compete effectively.

Notice Title

OPA/T779 Loch Striven Geotechnical Groundworks Investigation (Pre-Qualification Questionnaire)

Notice Description

The project objective is to provide soil and rock properties in the vicinity of the existing structures to enable the following work to be carried out by the OPA. The OPA requires an intrusive Ground Investigation to be carried out in support of the design of rock socketed piles for new berthing/mooring dolphins and intermediate fender piles. These are intended to protect the existing structure by reducing the loads from visiting berthing vessels. This shall be accomplished by moving the berthing line outward from the Head Jetty, allowing for future repairs intended to extend the lifespan of existing structure.
