Summary of the contracting process

The Cardiff and Vale University Health Board, facilitated by NHS Wales Shared Services Partnership-Procurement Services, planned a procurement process for the insourcing of endoscopy procedures at the Royal Glamorgan Hospital. This initiative, categorised under surgical hospital services, was part of the elective recovery programme aimed at improving waiting lists within endoscopy services and was slated to run from 4th September 2025 to 31st March 2026. Initially, this was intended to be a direct award to ID Medical Group Limited under the framework for Outsourcing/Insourcing Clinical, Surgical & Diagnostic Services - Lot 2a. However, due to the unsuitability of this framework for meeting service requirements, the procurement process was subsequently abandoned, and a new procurement approach will be undertaken. This process falls under the Provider Selection Regime Wales (PSR Wales) regulations, and as such, the provisions of the Public Contracts Regulations 2015/Procurement Act do not apply.

This procurement had aimed to promptly boost service capacity, presenting a lucrative opportunity for businesses skilled in providing endoscopic services. Organisations adept in health services outsourcing or insourcing, with existing staffing and capability within the Welsh health infrastructure, would have found this contract particularly advantageous. The direct award approach was initially chosen to meet urgent capacity needs without a competitive process. Future opportunities will likely arise as the Health Board revises its procurement approach, offering future prospects for firms that specialize in healthcare services and can seamlessly integrate with existing health service infrastructure to fulfil time-sensitive demands.
