Summary of the contracting process

The NHS Business Services Authority (NHSBSA), a Special Health Authority under the Department of Health and Social Care, is in the planning stage of a procurement process titled "OAC/OBIEE to Power BI Migration Utility". This initiative is targeted at enhancing the NHSBSA’s data visualisation capabilities by migrating from Oracle's OAC/OBIEE to Microsoft's Power BI, focusing on improving accessibility and interactivity within their services. The procurement pertains to data services, with potential opportunities for small and medium-sized enterprises (SMEs) noted. It is scheduled for a market engagement until 12th September 2025, with a planned contract period from 30th March 2026 to 29th March 2028. The project is located in the United Kingdom and is classified under the services category.

This tender represents a significant opportunity for businesses specialising in data services, data management, and data processing. It invites suppliers to partake in a market research exercise to assess the potential for future engagement. Given the strategic move towards advanced data visualisation and analytics, companies skilled in transitioning systems onto Microsoft Power BI, especially those familiar with NHS datasets, would find this opportunity particularly advantageous. The NHSBSA seeks innovative and technically proficient vendors who can contribute to elevating its data capabilities, thereby allowing businesses with expertise in modern data solutions to establish a partnership with a prominent public health authority.

Notice Information

Notice Title

OAC/OBIEE to Power BI Migration Utility

Notice Description

The NHS Business Services Authority (NHSBSA) is a Special Health Authority and an Arm's Length Body of the Department of Health and Social Care. We provide a range of critical central services to NHS Organisations (our 'clients'), NHS contractors, health bodies, patients and the public (our 'customers'). The NHS Business Services Authority (NHSBSA) is undertaking a strategic initiative to modernise its data visualisation capabilities by transitioning from Oracle Analytics Cloud (OAC) and Oracle Business Intelligence Enterprise Edition (OBIEE) to Microsoft Power BI. This migration is part of a broader effort to enhance accessibility, interactivity, and alignment with NHSBSA's data visualisation standards. The dashboards and reports currently hosted on OAC/OBIEE primarily utilise Prescriptions and Dental datasets, and vary in complexity, from simple tabular reports to highly interactive dashboards with advanced filtering and drill-down capabilities. At this stage, high-level input from suitable suppliers is required to allow the NHSBSA to assess the market and to inform any future procurement strategy, ensuring compliance with The Procurement Act 2023 and/or the Public Contract Regulations 2015 as the case maybe. Interested parties must register an interest in this RFI via https://health-family.force.com/s/Welcome (search opportunities using system reference C378415). Suppliers can register from 22nd August 2025 and the RFI documents will be made available on 22nd August 2025. The window for clarification questions will close on 1st September 2025 at 16:00 pm, and written RFI responses are requested by no later than 12th September 2025 at 12:00 pm. Suppliers should note that this RFI is a market research exercise only, and is not an invitation to tender. The NHSBSA is not under any obligation to run a procurement exercise after this RFI has been undertaken. If you do not wish to partake in this RFI exercise, it will not affect any current or future business with the NHSBSA.
