Summary of the contracting process

London Universities Purchasing Consortium established a sustainable estates professional services framework for its university members and associated higher education purchasing organisations. It covers lead contractor services, project management, quantity surveying, structural engineering, mechanical and electrical engineering design, planning consultancy and fire safety advice. The services support estates projects and related professional work across the UK. Architectural design services were removed from this framework and are to be considered through a separate process. The framework is intended to let participating members run competitions for specific requirements, rather than provide a single defined project. It is the first framework of this type established by the consortium, with later iterations intended to develop the range and capacity of services. The procurement is complete and awards were made through a selective, competitive flexible procedure with two stages: a preliminary supplier questionnaire followed by invitations to participate. Seven service areas were awarded, each with a stated gross award value of £35 million: lead contractor, project management, quantity surveying, structural engineering, MEP, planning consultancy, and fire safety adviser. The awards were made between 30 July and 5 August 2026. Contracts are scheduled to run from 14 September 2026 to 13 September 2029, with a possible extension to 13 September 2030 where key performance indicators are met. Evaluation for every lot weighted quality at 70% and price at 30%. This award demonstrates sustained UK-wide demand from a higher education purchasing consortium for multidisciplinary estates expertise, delivered through a framework and competed through member call-offs. Relevant competitors would need a credible capability in one or more of the seven awarded disciplines, with the lead contractor and project management routes favouring organisations able to coordinate complex estates work. Quantity surveyors, structural and MEP engineers, planners and fire safety advisers can compete as focused specialists, while larger multidisciplinary practices can offer several services. The successful field includes both SMEs and large organisations, and each lot was identified as suitable for SMEs. Strong technical delivery, demonstrable service quality and an ability to perform against KPIs would be central to competing effectively when this requirement returns.

The Framework is being established for the first time and subsequent iterations will develop the capacity and viability of the services. There is no guarantee of work through the Framework and no obligation for Members to use the Framework. The spend is unknown at this point due to the Framework being the first of it's type for us. We will review the Framework viability. There are 6 viable Lots on the Framework. These are: Lot 1 - Lead Contractor Lot 2 - Project Management Lot 3 - Quantity Surveyor Lot 4 - Structural Engineering Lot 5 - MEP Lot 6 - Planning Consultancy Lot 8 - Fire Safety Advisor Lot 7 - Architectural Design Services - this Lot has been removed from the Framework and a separate process will be undertaken to determine the viability of this Lot.
