Summary of the contracting process

JISC, a sub-central government public authority located in Bristol, UK, has awarded a direct contract to the Association for Computing Machinery (ACM) for providing online journals from 2026 to 2028. This contract, valued at 3,710,000 USD, allows JISC member institutions across the UK to subscribe to ACM's online journals at preferential rates and to publish open access articles. The procurement falls under the industry category of education and training services and follows a direct award process, justified by ACM being the sole supplier of this unique resource. The contract, which was signed on 19th December 2025 and will span from 1st January 2026 to 31st December 2028, ensures a framework agreement that is accessible to a wide range of educational bodies in regions across the UK.

This tender creates significant opportunities for businesses involved in academic publishing, especially those offering complementary services to journal subscription management or open access publication support. Higher and further education institutions and related consortia are key stakeholders in this contract, presenting a growth opportunity for businesses that can collaborate with these educational entities. This framework is particularly beneficial for companies that specialise in educational content distribution or those seeking to partner with or provide resources to multidisciplinary research institutions. As the demand for educational resources grows, the contract offers pathways for businesses to expand their reach within a well-networked academic environment.
