Summary of the contracting process

Tees Valley Combined Authority procured asset management services for Middleton Grange Shopping Centre in Hartlepool, on behalf of Hartlepool Development Corporation. The appointed Asset Manager is responsible for supporting the shopping centre’s asset management function, including activity affected by tenant numbers, leasing and relocation requirements, and the centre’s redevelopment programme. The requirement also includes producing a strategic delivery plan to support consideration of further redevelopment phases. This is a real estate services contract, covering delivery across England. The opportunity was suitable for small and medium-sized enterprises and concerned a single service requirement. It was managed by Tees Valley Combined Authority as the public-sector buyer, with the work focused on Middleton Grange Shopping Centre and its associated redevelopment activity.

The procurement is complete and was run as an above-threshold open procedure. Five bids reached the final stage, including three from SMEs. Black Cat Building Consultancy Limited was awarded the contract on 22 December 2025. The award value was £234,000 excluding VAT, or £280,800 including VAT. The contract was signed on 25 February 2026 and runs from 19 January 2026 to 31 January 2028, with an optional 12-month extension to 31 January 2029. The final contract value is £278,000 excluding VAT, or £333,600 including VAT, following a one-off variation for a strategic delivery plan and additional services. Evaluation weighted quality at 50%, price at 30% and social value at 20%.

This award indicates demand for specialist asset management of a major shopping centre undergoing, or considering, phased redevelopment. A credible future supplier would need to manage the operational effects of changing tenant numbers, leasing and relocation activity, redevelopment sequencing and additional phases delivered earlier or later than expected. Relevant capability includes preparing strategic delivery plans, coordinating asset management with redevelopment programmes, and responding to building-fabric risks such as asbestos or reinforced autoclaved aerated concrete. Experience in commercial property, shopping-centre operations, tenant liaison, leasing and relocation would be directly relevant. The buyer also places material emphasis on quality and social value alongside price, so suppliers should be able to evidence strong service delivery, clear social-value outcomes and the capacity to manage changing requirements.
