Summary of the contracting process

London Borough of Bromley commissioned early intervention services for fathers and their children through its six Children and Family Centres and other related venues in Bromley. The service is intended to help fathers engage with their children’s development, act as active and positive male role models, and build confidence in their parenting role. Activities are expected to be creative and varied, potentially including science and experiments, discovery and exploration, construction, sport, and practical ways for fathers to connect with their sons and daughters, such as hair braiding. The requirement is for health and social work services (CPV 85000000). Provision must complement, rather than duplicate, statutory midwifery and health visitor services or existing parenting programmes delivered through the Children and Family Centres.

The procurement is complete and the contract has been awarded through a below-threshold open competition. AJD Solutions and Prostars Football Development Ltd were selected as suppliers for the single lot. The original estimated value was £56,000 excluding VAT (£67,200 including VAT). The signed contract has a gross value of £188,692.80. It was signed on 12 June 2026 and runs from 12 June 2026 to 31 March 2027, with extensions available up to 31 March 2030. The initial requirement was described as starting on 1 April 2026, for one year with up to three further one-year extensions. Bromley evaluated tenders to identify the most advantageous offer, using an evaluation and moderation exercise, and reserved the right to appoint more than one supplier for an activity.

The contract is to secure providers with innovative creative ideas for interactions and sessions for fathers ideally with their children - Dads have told us they do not want "Dads' football". Sessions should help fathers engage with their children's development, be active and positive male role models, and increase their confidence in their role as a parent. Some suggestions by Dads have included:- * Science / experiments activities * Discovery / exploration activities * Construction activities * Sport activities * Ways to engage with their daughters and sons on a personal level e.g. hair braiding No duplication of existing statutory midwifery / Health visitor services, or any of the parenting programmes offered within Bromley's Children and Family Centres

Renewal: It is anticipated that the Contract will commence on 01 April 2026 and be for an initial period of 1 year, with an option to extend on the same terms and conditions for up to 3 years on a 1+1+1+1 basis. The rationale for a contract award of 1+1+1+1 is due to the nature of the service; we require suppliers to be able to deliver specialised services locally across the borough and to be able to fully meet the changing needs of the early intervention and Public Health priorities and most importantly, the needs of the local community and the published priorities, and other Bromley council strategies. All provision will be reviewed on an annual basis to ensure activities/services remain responsive and are continuing to meet the needs of our local community.
