Summary of the contracting process

The London Borough of Bromley commissioned family exercise and early-intervention services for parents and children through its six Children and Family Centres and other related venues across Bromley. The services are intended to increase physical activity across families and improve parents’ understanding of fitness, general health and emotional wellbeing. Activities for parents without children may also be considered. This is a local health and social care service requirement (CPV 85000000), delivered in community settings rather than as construction, goods supply or clinical treatment. The requirement covers provision that complements statutory services and responds to specific, identified needs in different parts of the borough. The council is the buyer and service commissioner.

The procurement is complete and has been awarded following a below-threshold open competition. The tender submission deadline was 29 September 2025 at 12:00. The estimated value was £30,000 excluding VAT (£36,000 including VAT). The single lot was evaluated on the most advantageous tender, using tender evaluation and moderation, with the council reserving the right to appoint more than one supplier. HERE FYFT LTD and Prostars Football School were selected. The contract was signed on 1 May 2026, for £48,960 excluding VAT (£57,152 including VAT), covering 1 May 2026 to 31 March 2027. The council may extend it on the same terms for up to three further one-year periods, with a maximum end date of 31 March 2030.

This requirement indicates demand for locally delivered, specialised physical-activity services that engage whole families and can also support parents alone. Strong competitors would be able to design and run inclusive exercise sessions, explain the links between fitness, health and emotional wellbeing, and demonstrate practical experience working with parents, children and communities. Credibility depends on showing a clear understanding of specific needs in Bromley neighbourhoods, identifying measurable additionality rather than duplicating statutory provision, and adapting activities as community and public-health priorities change. The opportunity is suitable for SMEs and voluntary, community or social enterprises, and favours providers with sufficient local capacity to deliver across multiple family-centre and community venues.

Ideally these should be parents with their children however activities for parents only will also be considered. Preference in all areas will be given to those organisations able to clearly demonstrate that their service: - * is targeting specific and identified need in specific areas within Bromley; and * is not duplicating statutory provision but is providing additionality.

Lot Information

Lot 1

Renewal: It is anticipated that the Contract will commence on 01 April 2026 and be for an initial period of 1 year, with an option to extend on the same terms and conditions for up to 3 years on a 1+1+1+1 basis. The rationale for a contract award of 1+1+1+1 is due to the nature of the service; we require suppliers to be able to deliver specialised services locally across the borough and to be able to fully meet the changing needs of the early intervention and Public Health priorities and most importantly, the needs of the local community and the published priorities, and other Bromley council strategies. All provision will be reviewed on an annual basis to ensure activities/services remain responsive and are continuing to meet the needs of our local community.
