Summary of the contracting process

The NHS Cornwall and Isles of Scilly Integrated Care Board (ICB) is in the planning stage of a procurement process concerning the establishment of a dental practice in the new West Carclaze Garden Village, St Austell, Cornwall. This opportunity is specifically tailored to the health industry category, focusing on dental practice and related services. The procurement process is an early market engagement exercise aimed at assessing the interest from potential providers for this service. A virtual market engagement event is scheduled for 24th September 2025, with registrations closing by 12 noon on 22nd September 2025. The project involves the potential development of a purpose-built dental surgery, leveraging a Section 106 building in collaboration with Cornwall Council, to serve a new community of approximately 1,500 homes.

This initiative presents a promising opportunity for businesses within the healthcare and dental services sector, especially those interested in participating in the design and development of modern healthcare facilities. The ICB seeks capable and competent organisations to collaborate in realising this vision, with an indicative contract value of £880,000 per annum over a potential 10-year period under a PDS agreement. Such a contract can offer stable, long-term growth for service providers who can deliver high-quality NHS dental services. SMEs with expertise in healthcare infrastructure or those aiming to expand their footprint within the Cornwall region may find this opportunity particularly attractive. Participation will also offer valuable insights and a strategic foothold in an emerging community market.

Notice Description

This notice is placed as a Prior Information Notice (PIN) in order to facilitate early engagement with potential providers, and relates only to a pre-procurement market engagement exercise. NHS Cornwall and Isles of Scilly Integrated Care Board (CIOS ICB) (The Commissioner) would like to understand the level of provider interest in delivering NHS Mandatory Dental Services from a purpose built dental practice in West Carclaze Garden Village. Crucially, NHS CIOS ICB are seeking to determine the level of provider interest in collaborating with the developer of the site to design and build a fully compliant dental surgery, as part of mobilisation. It is envisaged that up to a 4 / 5 chair dental surgery could be built. West Carclaze Garden Village is a new housing development of c. 1,500 homes, in St. Austell, Cornwall. NHS CIOS ICB, in collaboration with Cornwall Council, have the opportunity to potentially utilise a Section 106 building for the development of a purpose built dental practice in West Carclaze Garden Village. This follows public engagement which identified a preference from local residents for access to NHS dental services within the new housing development. The precise scope of the contract is still to be determined but, as a guide, the ICB anticipates commissioning 22,000 UDAs at a rate of PS40.00 per UDA based on 24/25 prices. This equates to an indicative annual contract value of PS880,000. The Commissioner anticipates contracting for the services under a PDS agreement for a period of up to 10 years. Following an initial market scoping exercise undertaken in Spring 2025 (FTS Notice reference: 2025/S 000-003061), NHS CIOS ICB would like to invite interested parties to attend a market engagement event, held virtually through Microsoft Teams on the following date: 10:00am - 12:00pm Wednesday 24th September 2025 The purpose of the event will be to share further information of the commissioner's objectives and proposals for the service, as well as further information on the development site. This will include sharing proposals of the associated costs relating to the building and who will own the building. The event will also provide an opportunity for the Commissioners and developers to gain valuable feedback from prospective providers, given this is a new and exciting opportunity to potentially work with a provider to create a new purpose built dental building. To register to attend the event, interested parties should follow the link to the e-procurement system, Atamis, search for the opportunity by clicking on 'View our Live Opportunities' from the home page, then submit the following details using the messaging function within the system: * Organisation * Attendee Name/s * Attendee Title/s * Attendee email address/es * Phone number/s Please note that you will need to be registered on Atamis, and then select the option to 'register an interest' under the project titled 'Market Engagement: West Carclaze Dental Practice', project reference C386042 to be able to submit your expression of interest to attend the event using the messaging function. https://health-family.force.com/s/Welcome Availability for this event is limited to a maximum of two individuals per organisation. The closing date for registering is 12 noon Monday 22nd September 2025. Following the event the Commissioners will be seeking responses to a market engagement questionnaire. This questionnaire will be sent to all providers that register to attend the event. Subject to sufficient interest from the market and the outcome of final decision making, NHS CIOS ICB anticipates undertaking a procurement process in the future to award a new contract for the delivery of the services. This exercise is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners.
