Summary of the contracting process

The NHS South East London Integrated Care Board is facilitating a procurement process for providing "Talking Therapies in British Sign Language (BSL)", which falls under the health services category. The initiative is set in London, with the process having reached the award stage as of 16th September 2025. The procurement followed an urgent procedure under the Health Care Services Provider Selection Regime 2023, aiming to address immediate risks to patient safety without prior call for competition. The contract commenced on 1st August 2025 and is set to end on 31st March 2026, allowing for an extension of up to 8 months.

This tender offers significant opportunities for businesses specialised in health services, particularly those experienced in delivering mental health interventions through innovative communication methods such as BSL. The awarded contract to Sign Health Ltd illustrates the need for providers capable of operating at high quality under strict urgency, leveraging their ability to cater to non-verbal communication needs. This contract supports businesses that can underpin public health initiatives by ensuring immediate and specialised patient care amidst unforeseeable urgent circumstances.

Notice Title

Talking Therapies in British Sign Language (BSL)

Notice Description

Talking Therapies in British Sign Language (BSL).

Lot Information

Lot 1

The BSL Talking Therapies provider will operate a stepped-care model, which works according to the principle that people should be offered the least intrusive intervention appropriate for their needs first. Individuals who do not fully recover at this level should be stepped up to a course of high-intensity treatment. NICE guidance recommends that people with more severe depression and those with social anxiety disorder or post-traumatic stress disorder (PTSD) should receive high-intensity interventions first, without needing to access step 2 prior to receiving step 3 interventions. Interventions should be provided in line with the relevant NICE guidance including adherence to session numbers and "dosage" of therapy. Where risk escalates during the course of treatment, the service should liaise with the local SEL services to ensure this is managed appropriately and onward referrals are made as needed.

Options: 2 Months

Procurement Information

- The award or modification must be made urgently. - The reason for the urgency was not foreseeable by and is not attributable to the relevant authority. - Delaying the award to conduct a full application of the PSR would be likely to pose a risk to patient or public safety.
