Summary of the contracting process

The public procurement process initiated by the Home Office involves a direct award for the "LEDS Person Update" project. This contract, critical to the transition from the Police National Computer, is part of the Law Enforcement Data Services (LEDS) programme. Situated in London, this procurement is within the IT services industry. The procurement stage is complete, with the contract running from October 2025 to August 2026. With a gross value of £37.5 million, the award was made to PA Consulting Limited to ensure timely delivery without disruptions to existing workstreams. The procurement method used was a direct award, justified by the need for continuity in delivering this national critical infrastructure service.

This tender represents a substantial opportunity for companies specialising in IT consulting and support services geared towards law enforcement data solutions. Businesses with a proven track record in managing complex technological transitions and providing critical national infrastructure support would be well-suited to engage with such opportunities. This contract, by facilitating the decommissioning of legacy systems, not only pushes technological advancement but also emphasises the strategic importance of maintaining seamless service delivery in law enforcement data. Suppliers capable of offering innovative solutions and meeting stringent performance metrics like task efficiency and milestone completion are ideally positioned to gain from similar future procurement exercises.

Notice Title

LEDS Person Update

Notice Description

LEDS is a programme that has been established to develop a modernised data service, (the Law Enforcement Data Service - LEDS) to replace the Police National Computer (PNC) and better meet the needs of PNC users. LEDS will consist of several products developed to allow the transitioning of PNC users away from the legacy services. One of these products, the LEDS Person Product, is on the critical path for the decommissioning of the PNC. To ensure continuity and timely delivery of this essential component, the remaining work already underway will be completed via a direct award

Procurement Information

The Home Office Law Enforcement Data Services (LEDS) Programme intends to make a direct award to PA Consulting for the provision of managed, engineering, and support services. This contract will run from October 2025 to the end of August 2026. The LEDS Programme is delivering the replacement for the Police National Computer (PNC), a Critical National Infrastructure (CNI) service that supports operational policing through real-time checks on individuals, vehicles, and other law enforcement data. This direct award is justified under Schedule 5, Paragraph 7 of the Procurement Act 2023, as the services provided by the incumbent supplier form an extension to existing work. A change in supplier at this stage would result in incompatible services and disproportionate technical difficulties in operation and maintenance, impacting the continuity of the programme. It would also risk delays to critical delivery timelines, which are essential to ensuring the safe and timely transition of the legacy PNC system.
