Summary of the contracting process

The Borough Council of Calderdale is in the planning phase of a procurement process to commission a Domiciliary Care Service for adults over 18, scheduled to replace existing contracts expiring at the end of October 2027. This initiative, titled "Domiciliary Care Service (Adults 18+)," falls under the health and social work services industry category. The procurement process, classified under a light-touch regime, is set in Halifax, United Kingdom, with key milestones including a questionnaire submission deadline on 29th September 2025. An online event summarising the questionnaire responses and preliminary ideas is planned for 8th October 2025. Interested organisations need to have appropriate CQC registration and can attend the event by reserving a place with Claire Robertshaw, the Commissioner.

This market engagement opportunity offers significant growth potential for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in domiciliary care services. Businesses that excel in providing comprehensive and high-quality care, promote independence, and facilitate community connections for service users will find this opportunity beneficial. The procurement strategy encourages innovative proposals that align with Calderdale Council's vision of supportive, respectful, and community-connected care, creating an avenue for organisations to influence the final service delivery design and potentially secure a five-year contract starting from November 2027 with the possibility of renewal.
