Summary of the contracting process

London Borough of Hammersmith and Fulham commissioned community equipment services for adults and children. The requirement covers supplying, distributing, maintaining and collecting equipment that supports independence, hospital discharge and care at home. This is a health and social care service, classified under CPV 85000000. The work is for the borough and its local care users, with equipment provided and managed as part of an end-to-end service rather than supplied as a one-off purchase. Relevant providers are likely to include community equipment specialists, health and social care service organisations, equipment distributors, maintenance providers and collection or logistics operators able to support both adult and children’s services. The requirement is treated as a light-touch service regime and was arranged by the borough as a public authority.

The procurement is complete and was awarded directly to Provide Care Solutions Limited, an SME. The award date was 17 September 2025, and the contract was signed on 22 September 2025. The contract runs from 22 September 2025 to 21 September 2027, with an option for a further 12 months, subject to satisfactory performance. Its gross value is £7.6 million, including tax. The direct award was justified after NRS entered official receivership following financial difficulties, leaving insufficient time for a full procurement; the requirement’s scope and complexity also prevented a shortened competition. There was one completed lot. The award is above the relevant threshold, and the procurement used an urgency rationale rather than a competitive tender evaluation.

This award demonstrates sustained local demand for a managed community equipment service combining product supply with distribution, maintenance and collection. A credible future competitor would need a dependable equipment portfolio suitable for adults and children, together with the operational capacity to deliver, install or distribute items, maintain them throughout use and recover them when no longer required. Experience supporting independent living, hospital discharge and care at home would be directly relevant. Providers should be able to coordinate health and social care users, manage changing requirements and maintain reliable records across the equipment lifecycle. The incumbent is an SME, indicating that delivery at this scale is achievable by a focused specialist rather than only by a large national contractor. Performance management and resilience would be important in a restricted market.

Notice Description

Provision of community equipment to support independence, hospital discharge, and care at home for adults and children, includes supply, maintenance and collection of items.

Procurement Information

NRS informed the consortium in July 2025 that it will be unable to continue to fulfil its contracts with effect from the 31 July 2025 owing to financial difficulties. NRS went into official receivership via court order on 1st August 2025. The scope and complexities of requirement means that it is not possible to carry out a procurement even with shortened timeframes. A direct award is the only viable option.
