Notice Description

The West Yorkshire Combined Authority (WYCA) is seeking a supplier to deliver Phase 2 of its Residential Collective Buying Scheme (RCBS). This initiative aims to accelerate the adoption of low-carbon technologies across West Yorkshire by offering homeowners, private landlords, small businesses and community organisations access to affordable, high-quality installations. The program is designed to reduce the region's CO2 emissions and help residents and organisations lower their energy bills and increase their resilience to market price fluctuations. The supplier's role is to ensure the program provides excellent value for money for both the public funds invested by the WYCA and for the participating residents, looking for the scheme to be cost-neutral to the Combined Authority. This includes securing competitive pricing matched by high quality of the measures installed and customer care offered. The scheme aims to offer a variety of energy efficiency measures, including: * Solar PV panels * Battery storage * Heat pumps * EV charging points * Access to the best market tariffs for energy * Fabric-first retrofit measures, e.g. insulation Phase 2 of RCBS is looking to build on the successful Phase 1 pilot scheme delivered in July 2024- May 2025 and enhance its offerings (with the possibility of adding building fabric retrofit measures such as insulation) to better serve West Yorkshire residents. The Phase 2 scheme is to launch in spring 2026 and to end by end 2027. There is also a possibility of a 1-year contract extension. This is subject to funding and the CA's requirements. The indicative budget in this notice is for the initial contract period only.
