This creates issues with the technical possibility of integrating a 3rd party into the process and with the exclusive rights issues that access to that suppliers servers, design work and bespoke elements which would be created. No reasonable alternative to direct award exists either due to massive duplication or significant impacts on either suppliers abilities to meet their contract requirements.
