Summary of the contracting process

Rotherham Borough Council is seeking a supplier to develop a Local Area Energy Plan (LAEP) for the borough. The work covers stakeholder engagement, energy data collection and analysis, and modelling scenarios and pathways to achieve net-zero carbon emissions from Rotherham’s local energy system. The supplier will identify and prioritise projects and enabling actions, then define a framework for monitoring progress. Deliverables include a report and executive summary for policy makers, setting out the activity and investment needed, potential economic, social and environmental value, and differences between areas within Rotherham. The service also encompasses environmental and energy-system research and consultancy. Delivery is for the geographic area of Rotherham Metropolitan Borough.

The council invited offers through a below-threshold open competition. The process reached tender, and bids are submitted electronically through the YORtender portal. The submission deadline is 30 October 2026 at 12:00 UTC. The contract is scheduled to run from 7 December 2026 to 6 September 2027, a period of nine months. The estimated contract value is £96,000 including VAT. The procurement is a single lot, with no further division. Evaluation is based on quality (52.5%), price (27.5%) and social value (20%). The tender description states that the contract is expected to commence in December 2026 and expire in September 2027.

This opportunity is suited to small and medium-sized suppliers, as well as consultancies and research teams with the capability to produce local energy plans and support decarbonisation. Relevant strengths include engaging a range of external stakeholders, collecting and analysing energy-system data, and modelling net-zero scenarios and pathways. Suppliers should be able to identify and prioritise projects, define practical enabling actions, and develop monitoring and evaluation measures. The work also calls for clear reporting for policy makers, including analysis of investment needs and potential economic, social and environmental value, with attention to differences across the borough. The evaluation gives most weight to quality, while social value also has a substantial share, so suppliers should be able to evidence both sound technical delivery and relevant social value.
