Summary of the contracting process

The procurement process titled "TfWM Safeguarding Lead Consultancy Support" was carried out by the West Midlands Combined Authority, focusing on transport systems consultancy services in the West Midlands region of the United Kingdom (UKG). This service falls under the industry category of services for safeguarding lead consultancy to support the safe operation of various transport services. The process is in the award stage, having been completed on 11 September 2025, with the contract signed on 3 September 2025. The procurement method used was a limited procedure involving a direct award to Waterman Aspen Limited, permissible under the MHA Framework guidelines, and the award amount was £38,395.20.

This tender presents opportunities primarily for large enterprises with expertise in transport consultancy services, particularly those capable of offering safeguarding protocols and audit services for public transport operators. Businesses with experience in safeguarding, compliance, and consultancy services related to the transport industry will find this contract particularly fitting. Companies that can provide a comprehensive set of services, including developing, delivering, and auditing safeguarding plans and offering independent advice on safeguarding incidents, would have been well-positioned to compete for this tender. The direct award nature of the procurement, however, indicates a narrow competitive window, beneficial primarily for pre-approved or long-established partners like Waterman Aspen Limited.
