Summary of the contracting process

Caerphilly County Borough Council has concluded the award phase of a significant procurement process for the "Children and Communities Grant Tender", aimed at delivering early intervention support services within the council area. The procurement, categorised under health and social work services and other community services, addressed the needs spanning six distinct lots, each focusing on various aspects of community well-being. The open procurement method facilitated competitive bidding across sectors, with the final stage bids being received by 8 December 2025. The overall contract amount spans £7920000 in gross value and is set to commence from 1 April 2026, running through to 31 March 2029, with options for extension until 2031. The contracts have been awarded to a diverse range of service providers, including The Parent Network, Barnardo’s, and others, each contributing unique capacities and expertise to enhance service delivery. The procurement is guided by strategic goals to improve the outcomes for children, adolescents, and families in Caerphilly by offering targeted interventions and community engagement initiatives, all delivered locally.

For businesses in the health and social services sector, this procurement offers excellent opportunities to integrate into community-driven projects and services. Given the range of eligible categories, there is room for small and medium-sized enterprises (SMEs) and large organisations alike to contribute meaningfully to community enrichment programmes within Caerphilly County. SMEs, particularly those in the voluntary and community sector, are well-suited to compete for these tenders, thanks to their nuanced understanding of local needs and community dynamics. With diverse lots addressing specific areas like early language development and domestic abuse support, businesses specialising in family and children's services can find significant opportunities for growth and partnership under secure contracts backed by public funding. The extension options and renewal criteria offer a sustained impact, reinforcing the council's commitment to continuous community support, providing businesses with a stable platform to scale their operations and contribute to societal well-being.
