Summary of the contracting process

Peterborough City Council has awarded three contracts under the Health Care Services (Provider Selection Regime) Regulations 2023. These contracts are titled "Public Health Primary Care Contracts - GPs" and cover services including NHS health checks, LARC (long-acting reversible contraception), and Smoking Cessation Support. The contracts were awarded through a direct award process without prior competitive bidding, and are classified under the general-practitioner services category, indicating a focus on healthcare. The contract commencement date is 22 July 2025, and the initial term runs until 30 June 2027, with potential extensions to a maximum of four years. All services will operate within the UKH11 region, covering Peterborough, with significant funding allocated for each service: £432,000 for NHS health checks, £460,000 for LARC, and £44,444 for Smoking Cessation Support. The procurement stage is currently in the contract award phase, with contracts signed on 22 July 2025.

This procurement presents promising business opportunities, particularly for healthcare providers specialising in public health and primary care services. Given the nature of the contracts, businesses with expertise in delivering GP services, especially those offering innovative and patient-focused solutions, are well-positioned to benefit. Companies involved in lifestyle health improvements, contraceptive services, or smoking cessation programmes could potentially expand their market share through such public sector contracts. The continuation of existing services under this award suggests a stable business landscape for suppliers like Jenner Healthcare, which has been granted these contracts. This stability, combined with the four-year potential contract duration, presents a significant growth opportunity for businesses adept at providing quality healthcare solutions within the regulatory framework of the UK public health system.

The key aims of the national NHS Health Checks programme are: * To provide patients between 40 - 74 years a five yearly assessment of their CVD risk, which is communicated and discussed with the patient, allowing the patient to make an informed decision on how to maintain a low risk or reduce a high risk. * To lower the risk of CVD in patients identified as having 10-year risk > 20% by referring to GP and offering lifestyle advice and interventions. * To reduce health inequalities - including socio-economic, ethnic and gender inequalities that result from vascular disease (heart disease, stroke, type II diabetes and chronic kidney disease). * To provide brief intervention advice to patients with less than 20% risk for CVD. This award is made in accordance with Direct Award Process B of the Health Care Services (Provider Selection Regime) Regulations 2023. The contract value is PS432,000.
