Evaluation weighted quality at 80% and cost at 20%; economic and technical selection criteria applied.

This award demonstrates established demand from Powys County Council for a broad, multi-provider children, young people and family support model. A credible future competitor would need a service offer that fits health and social work requirements and can translate specialist expertise into safe, effective support for babies, children, young people and families. The appointed provider mix indicates relevance for therapeutic services, safeguarding, recovery, family support, recruitment, volunteering and wider wellbeing provision, including smaller local organisations as well as larger providers. Suppliers should be able to evidence both economic capacity and technical capability, as these formed the selection basis. They would also need to operate within a framework model that can support direct awards and further competitions, respond to service-specific call-offs, and demonstrate consistent quality across delivery in Powys. SME and VCSE status is compatible with the framework’s intended supplier base.
