Summary of the contracting process

Brighton and Hove City Council is inviting bids for the redevelopment of two sites on Edward Street in Kemptown, Brighton, as part of the New Homes for Neighbourhoods programme. This tender, tagged as "BHCC - RS - Edward Street Redevelopment," falls under the construction industry category. The process involves two lots: Oakley House and a Car Park site. With a total project value of £36 million, this opportunity is currently at the tender stage, following preliminary planning efforts. Notably, contractors must submit expressions of interest by 5th December 2025, and the award period will conclude by 17th July 2026. The projects are governed under JCT 2024 Design and Build contracts and utilise a selective procurement method through a competitive flexible procedure, allowing for electronic submissions in English.

This tender presents a substantial growth opportunity for construction firms, particularly those experienced in residential build projects and capable of navigating complex contractual obligations. Businesses that specialise in affordable housing developments, especially those well-versed in addressing high-risk building requirements like the Car Park site, would be well-suited to compete. With opportunities to bid for one or both lots, companies skilled in efficient demolition, construction, and value engineering processes will find this project—aiding in the creation of several affordable flats—a lucrative and impactful undertaking. Small and medium-sized enterprises (SMEs) particularly have a chance to engage with Brighton and Hove City Council's forward-thinking residential programme.
