Summary of the contracting process

Oxfordshire County Council established the Tree Care Framework for arboricultural and tree-maintenance services across Oxfordshire. The work covers roads and footways, town centres, council property and facilities, schools, agricultural and rural land, and rural public rights of way. It will suit businesses providing planned and reactive tree care, maintenance and associated arboricultural services for public-sector land and assets.

The procurement has reached award stage following an above-threshold open procedure. The framework’s estimated value is £5,440,000 excluding VAT (£6,528,000 including VAT). It has five lots, with no supplier able to bid for or receive more than three lots. Each latest award is valued at £1,000,000 excluding VAT (£1,200,000 including VAT), with awards dated 2 July 2026. Lot 1, Oxford City, was awarded to Acremans Arboriculture, Beechwood Tree Services Northwest, Boward Tree Surgery, Connick Tree Services, Groundlord, Heartwood Tree Surgeons, Ringrose Tree Services, South Bucks Tree Surgeons and Treetech Arboricultural Services. Lots 2 and 5 were awarded to five suppliers each; Lots 3 and 4 to four suppliers each. Contracts run from 1 September 2026 to 31 July or 31 August 2034. Evaluation weighted price 40%, quality 43%, practical health and safety 5% and social value 12%.
