Summary of the contracting process

Trafford Council, based in Manchester, has completed a procurement process for the development of the Trafford Civic Quarter Heat Network, a part of the Government's Advanced Zoning Programme (AZP). The award was made on 7th May 2026 to VITAL ENERGI UTILITIES LIMITED through an open procedure. This process culminated in a Development Agreement where the awarded partner will design, invest in, build, operate, and manage this Green Heat Network Fund-supported scheme. The contract period is set from 22nd June 2026 to 21st June 2027, with an option to extend key project milestones if necessary. The main industry category is services, specifically engineering design services, which will be delivered within the UK region of UKD3.

This tender presents significant growth opportunities for businesses operating in the engineering and green energy sectors. It aligns with the UK's push towards sustainable development and decarbonisation efforts, particularly within high-emission zones like Trafford Park. Large enterprises and companies with expertise in large-scale infrastructure projects, heat network design, and sustainable energy solutions are well-suited to engage in such projects. Businesses specialising in engineering design services stand to benefit by associating with a recognised authority, potentially positioning themselves favourably for future governmental collaborative initiatives, thus fostering long-term business growth.
